Cultural Functions Grant Scheme (CFGS)

Throughout the year, different cultural organizations approach the Ministry of Culture and its organizations for assisting them in conducting seminars/workshops, research projects, cultural festivals, exhibitions, etc.    The Ministry of Culture has several different schemes meant for specific aspects of performing arts, museums, libraries and so on.  These may be seen on our website: www.indiaculture.gov.in   among these, one scheme (popularly known as ‘Seminar Grant’ Scheme) covered “researches, seminars, conferences and symposia”.  Cultural organizations have, however, been requesting for widening the ambit of the scheme, to cover other  allied activities like festivals and exhibitions, so that they do not have to approach different agencies for support.

            Now, the Ministry of Culture has come up with an enlarged and revised version of the Seminar Grant scheme which may now be called “Cultural Functions Grants Scheme”.   Formally, however, it goes under the title “Scheme of Financial Assistance for Seminars, Festivals and Exhibitions on Cultural Subjects by Not-for-Profit Organisations”, for official records.  The details of the scheme  are also available on the Ministry of Culture’s website www.indiaculture.gov.in. 

(i)                   The new “Cultural Functions Grant Scheme”, covers festivals and exhibitions, along with researches, seminars, conferences, symposia etc.

(ii)                 The new scheme also increases the upper limit of assistance.  Grants per case/project are restricted to 75% of the total expenditure, but the government’s contribution can now go up to Rupee five lakhs maximum.

(iii)                Another beneficial feature of this new scheme is that henceforth, University Departments (and University Centres) would also be entitled to apply for assistance, along with NGOs, cultural organizations, etc.

(iv)                Previously the Seminar Grant Scheme was opened up only once during each year, whereas now the “Cultural Functions Grant Scheme”, would remain open for applications throughout the year. 

(v)                  To ensure that applications are not missed or misplaced in the Ministry, a Post Box/Bag No.523 of GPO,  New Delhi, has been assigned the task of receiving the applications and forwarding them to the concerned officer in the Ministry of Culture.

(vi)                NGOs/Voluntary Organisations (not Universities or its Centres) would have to sign up/register with the NGO Partnership National Portal : www.ngo.india.gov.in   through a simple operation, for record purposes.
